The work will cover all 12 local authorities in the North East region and look at services and interventions across the statutory, voluntary and private sectors.
The commission will identify what universal, primary and secondary preventative approaches are effective to avoid the development of longer-term dependency and therefore divert people from inappropriately entering the social care system, because their needs have been met through earlier intervention, targeted prevention and/or re-ablement services, which have maintained individual self-care, functioning, and supported independent living.
